This accessibility statement applies for www.lower-saxony.de

These websites are largely reconcilable with the harmonised European Standard EN 301 549 V2.1.2 (08-2018).

Lack of alternative texts for videos, graphics and tables

* The designation of the embedded videos is not clear to blind people.

* Not all blind people have an alt text, existing alternative texts are not always sufficient to communicate the content of the image. In some cases, graphics and pictograms were equipped with alt texts that can make orientation on the site difficult for blind people.

* Not all graphic links are clearly designated.

* Data tables are not consistently structurally correct. In some cases, blind users are read line content without reference to column names.

* In some cases, visible tables are embedded in the form of graphics without a text alternative being offered. Blind people consequently have no access to the information thus presented.

Alternative texts for controls

* Not all graphic functions are designated. A number of graphic buttons have neither a visible nor an invisible designation. Blind people are therefore unable to orientate themselves using the information communicated by screen readers.

Design of content

As a result, blind people find access more difficult, as they are unable to use screen reader functions to select and skip lists and list elements. * Not all text passages/paragraphs are marked by suitable HTML structural elements. * The structure of data tables is not consistently correct, making the targeted calling of information difficult for blind people. When reading out the content via a screen reader content cannot be read out in logical order. * An autocomplete attribute is not implemented for all input fields, a feature that can simplify the input of data for people with limited motoric ability in particular, by offering input suggestions that can simply be accepted. * The contrast between the text colour and the background colour is not adequate in all cases, making it difficult for visually impaired people in particular to recognise texts and therefore to call information. * When the browser width is reduced, not all functions are accessible for the keyboard in some cases.

Usability

* Not all functions and content can be controlled or used via the keyboard. Not all functions are controllable using the tab key. The tab order is not consistently comprehensible, as invisible elements are controlled. People with impaired motor functions sometimes find it difficult to orientate themselves in sub areas of a page. Focus is not consistently visible with keyboard navigation. As a result, keyboard navigation is made difficult for people with impaired motor functions. * The primary language of the websites is not stated in the source text. This may make the calling of information difficult when using screen reader software in particular. * Not all technical designations on the page have been adapted to the language of the website in the source text. This may make the calling of information difficult when using screen reader software in particular.

Error identification

* Not all error reports are displayed in a way that enables them to be identified by screen readers. In some cases, instructions and headings that describe the necessary actions of the users are missing. * The source text is not consistently valid within the web portal, errors exist in the HTML syntax. * Name and role are not identifiable for some components, such as field opener/closer. Name and status of components are also not correctly communicated to screen readers, with the result that these cannot be used by blind users. * The breadcrumb is not recognised as such by screen readers. For blind users these are just normal links. The corresponding designation is missing in the source text. * Status reports of content are not programmatically identifiable, with the result that they cannot be issued by assistive technology without the focus being provided.

Other

* The character height does not consistently correspond to ergonomic requirements, which makes legibility difficult. * Embedded documents are not barrier-free in some cases. The web presence is adapted and optimised to EU Directive 2016/2102 on the accessibility of the websites and mobile applications of public sector bodies. An ongoing improvement process is currently underway to identify deficits and defects, with these rectified successively.
