Lower Saxony's literary landscape is marked both by centuries of history and by diversity and quality in the present day. There are many who shape the literary scene: those who create the literature (the authors), those who distribute it (chiefly publishers and bookshops) and those who promote its appreciation (including institutions of further education and literary clubs, societies and associations).
Another vital link within this chain involves creating public access to literature. In Lower Saxony a comprehensive and high-quality network of libraries performs this service, with 1,000 public libraries filled with more than 10 million books and other media; there are outstanding scientific libraries as well.
